What is an "appropriate" cost/participant?
The cost per participant depends on various factors including but not limited to:
- Administrative/overhead costs
- Training/types of training participants will be enrolled in
- Career Services provided
- Economic indicators including labor market
While any reasonable cost per participant is allowed, grantees must ensure costs are within the cost category limitations as required:
- No more than 10% of budget can be spent in Administrative Costs
- No more than 40% of budget can be spent in Career/Direct Services
- A minimum of 50% of budget must be spent in Direct Customer Training
- No more than 15% of budget can be spent in Support Service
What is the age range to be served- can we serve youth?
The guideline states that participants must be authorized to work in the United States, therefore participants must be of working age and old enough to sign an employment contract.
Do the trainings need to offer a credential, or can it be industry recognized (developed by the employer)?
The training can be industry recognized or credentialed. See Allowable Activities Policy for additional information.
Are wages paid to reentry participants in work release or transitional jobs to allow for OTJ training an allowable expense?
Job readiness, transitional jobs or on the job training (OJT) are allowable expenses under this grant. Work release and transitional jobs would be coded to career services financially. OJTs and Apprenticeships would be coded to training costs.
Does the work people do while incarcerated count as employment per the definition of Dislocated Worker?
No, they do not as they are wards of the state and do not have an employee – employer relationship contractually.
For the target population criteria that is "have not worked or had employment for 15 weeks in the last year" – will self-attestation be an acceptable way to verify this? If not, what is the expectation for verification of this criteria?
A signed and dated self-attestation may be an acceptable documentation.
Regarding Target Population eligibility requirements, "Are authorized to work in the United States." Do clients need to possess a social security card prior to enrolling into the grant program through WF1?
DEED recognizes that participants may need time to receive another form of state issues ID and SSN. While they are in the process of requesting these documents, State, County or Federal Department of Corrections "Face Sheet" may be used to enroll participants into the program. However, the participant must have a goal of obtaining a state issued ID or SSN within a given timeframe after enrollment.
