Age at Enrollment (characteristic)

Age refers to the participant's age in years at the time of their enrollment.

Consistent Employment for Eight Quarters

"Full-time work, single job" means the participant worked on average at least 30 hours per week and had a single employer in each of the first eight quarters after program exit.

"Full-time work, multiple jobs" means the participant worked on average at least 30 hours per week each quarter and had two or more employers in at least one quarter.

"Part-time work" means the participant worked on average less than 30 hours in at least one quarter, but still had at least $1 in earnings each quarter.

Only participants who exited at least eight quarters ago are shown in this metric. We exclude participants who exited but transferred to a different workforce program. We also exclude participants who exited but are not in the labor force due to poor health, family care, military service, institutionalization or death.

"Full-time work, multiple jobs" means the participant worked on average at least 30 hours per week each quarter and had two or more employers in at least one quarter.

Credential Attainment

Credential attainment indicates how many participants earned a postsecondary credential (an industry-recognized diploma, certificate, or degree beyond a high school diploma) or a GED by program exit. Those who earn a credential are often, but not always, enrolled in a training course or program. Those who do not earn a credential are not necessarily engaged in a training course or program.

Cultural Group (characteristic)

The Cultural Group characteristic breaks out the five racial groups in the Race characteristic by showing various immigrant groups, including Hmong immigrants, Somali immigrants and Hispanic or Latino immigrants.

Hmong and Somali immigrants are identified based on the primary language spoken at home.

Education Level at Enrollment (characteristic)

Education refers to the highest educational attainment at the time of program enrollment.

Employment First Quarter after Exit

"Full-time work, single job" means the participant worked on average at least 30 hours per week and had a single employer in the first quarter after program exit.

"Full-time work, multiple jobs" means the participant worked on average at least 30 hours per week each quarter and had two or more employers in the quarter.

"Part-time work" means the participant worked on average less than 30 hours in the quarter, but still had at least $1 in earnings.

Employment Prior to Enrollment

"Full-time work, single job" means the participant worked on average at least 30 hours per week and had a single employer in the fifth through second quarters prior to enrollment.

"Full-time work, multiple jobs" means the participant worked on average at least 30 hours per week each quarter and had two or more employers in at least one quarter.

"Part-time work" means the participant worked on average less than 30 hours in the quarter, but still had at least $1 in earnings in the fifth through second quarters prior to enrollment.

This measure is not a reflection of unemployment insurance receipt.

Enrollment Curation

We calculate the median number of months that exited participants spent in the program.

Gender (characteristic)

Gender refers to whether the participant identifies as male or female at the time of program enrollment.\

Homeless Status at Enrollment (characteristic)

Homeless means the participant lacks a fixed, regular and adequate nighttime residence at the time that they enrolled.

Industry

The industry of employment refers to the main type of business of the employer. Participants may work in more than one industry. The industry is drawn from the participants' highest-earning job in the first quarter after their exit quarter.

Median Wage Change from Five Quarters Prior to Enrollment to First Quarter

For each participant, we subtract their wage in the fifth through second quarters from their wage in the first quarter after exit. We then calculate the median wage change by taking the midpoint of these values.

We include all participants in this measure, even those who had no wages before enrollment and/or after exit.

Median Wage Change from Five Quarters Prior to Enrollment to Three Quarters After

For each participant, we subtract their wage in the fifth through second quarters from their wage in the first three quarters after exit. We then calculate the median wage change by taking the midpoint of these values.

We include all participants in this measure, even those who had no wages before enrollment and/or after exit.

Median Wage Change from Five Quarters Prior to Enrollment to Eight Quarters After

For each participant, we subtract their wage in the fifth through second quarters from their wage in the first eight quarters after exit. We then calculate the median wage change by taking the midpoint of these values.

We include all participants in this measure, even those who had no wages before enrollment and/or after exit.

Median Wages of Those Employed Eight Quarters

We calculate the median wage by dividing total earnings in the eight quarters after exit by the total hours worked in that timeframe. We only include participants who had any earnings and hours worked in all eight quarters.

Median Wages of Those Employed First Quarter

We calculate the median wage by dividing total earnings in the quarter after exit by the total hours worked in that quarter. We only include participants who had any earnings and hours worked in the quarter.

Median Wages of Those Employed Three Quarters

We calculate the median wage by dividing total earnings in the first, second, and third quarters by the total hours worked in that time frame. We only include participants who had any earnings and hours worked in all three quarters.

Median Wage Prior to Enrollment

We calculate the median wage among participants with any earnings in the second, third, fourth, or fifth quarter prior to enrollment, dividing total earnings by total hours worked in that period.

Occupation

The occupation associated with training refers to the type of job for which participants are training. Many training programs build skills relevant to multiple occupations (such as computer skills or project management skills) and may not have a primary occupation.

We group occupational training into five main categories:

  • Management and professional occupations, including business, financial, engineering, legal, education, media, and healthcare practitioners
  • Service occupations, including healthcare support, protective services, food preparation, building maintenance, and personal care
  • Sales and office occupations
  • Construction and maintenance occupations, including those in natural resources
  • Production and transportation occupations, including those in material moving

Program Enrollment

Program enrollment includes all participants served at any point in the chosen time frame, including those first enrolled prior to the chosen time frame.

Program Exit

Program exit occurs when the participant no longer receives services from the program. The exit status indicates, for participants served in the chosen time frame, how many are still engaged in program services, how many have transferred to a different workforce training program, how many are not in the labor force, and how many exited the program for any other reason.

The reasons a person is no longer in the labor force include death, institutionalization, health problems, family care commitments, and being called to active service in the military.

Race (characteristic)

Race refers to whether the participant identifies as American Indian, Asian or Pacific Islander, Black or African American, Hispanic or Latino, and/or White at the time of program enrollment. Each racial group other than Hispanic or Latino is non-Hispanic.

Race and Gender (characteristic)

Race and Gender refers to the participant's race (White or Person of Color) and gender (male or female). Person of color refers to a person of any race other than White, Non-Hispanic.

Region of Residence at Enrollment (characteristic)

Region refers to the participant's residential address at the time of program enrollment. Regions are defined as the six planning areas. Under this definition, Twin Cities Metro refers to the seven-county metro area.

Training Completion

Training completion indicates how many participants successfully completed a training course or program. Successful completion is recorded by the workforce programs in this report card, not by the training institution. Those who did not complete training either started a training course or program and did not finish, or never engaged in training.

Training Enrollment

Training enrollment includes participants who engaged in any form of training through the program.
