2023 Business Assistance Activity Findings
There was one business assistance agreement reported by a government agency for CY 2022 in 2023. The total value of business assistance agreements for CY 2022 was $0.6 million.
The one business assistance agreement reached between January 1, 2022 and December 31, 2022, the recipient has yet to achieve goals and obligations. The agency reported that the recipient had more time to meet their goals and obligations.
There were 1,379 business assistance agreements reached between August 1, 1999 and December 31, 2022, 1,136 agreements (82.4 percent) had achieved all stipulated goals and obligations, compared to 151 active agreements (10.9 percent) had not attained their goals and 92 terminated agreements (6.7 percent) that were discontinued.
2023 Financial Assistance Activity Findings
There were six financial assistance agreements reported by government agencies CY 2022 in 2023. The total value of financial assistance agreements for CY 2022 was $562,300.
Of the six financial assistance agreements reached between January 1, 2022 and December 31, 2022, no recipient had yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 265 financial assistance agreements that were reached between January 1, 2008 and December 31, 2022, 166 agreements (62.6 percent) had achieved all stipulated goals and obligations, compared to 97 active agreements (36.6 percent) that did not achieve goals and obligations and two terminated agreements (0.8 percent) that were discontinued.

2021 Business Assistance Activity Findings
There were 15 business assistance agreements reported by government agencies for CY 2021. The total value of business assistance agreements for CY 2021 was $9.8 million.
Of the 15 business assistance agreements reached between January 1, 2021 and December 31, 2021, one recipient (6.7 percent) had achieved stipulated goals and obligations, compared to 14 recipients (93.3 percent) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 1,367 business assistance agreements reached between August 1, 1999 and December 31, 2021, 1,120 agreements (81.9 percent) had achieved all stipulated goals and obligations, compared to 158 active agreements (11.6 percent) had not attained their goals and 89 terminated agreements (6.5 percent) that were discontinued.
2021 Financial Assistance Activity Findings
There were two financial assistance agreements reported by government agencies CY 2021 in 2022. The total value of financial assistance agreements for CY 2021 was $220,000.
Of the two financial assistance agreements reached between January 1, 2021 and December 31, 2021, no recipient (0.0 percent) had achieved stipulated goals and obligations, compared to two recipients (100.0 percent) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 253 financial assistance agreements that were reached between January 1, 2008 and December 31, 2021, 162 agreements (64.0 percent) had achieved all stipulated goals and obligations, compared to 89 active agreements (35.2 percent) that did not achieve goals and obligations and two terminated agreements (0.8 percent) that was discontinued.

There were three business assistance agreements reported by government agencies for CY 2020. The total value of business assistance agreements for CY 2020 was $1.3 million.
Of the three business assistance agreements reached between January 1, 2020 and December 31, 2020, no recipient has yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 1,326 business assistance agreements reached between August 1, 1999 and December 31, 2020, 1,097 agreements (82.7%) had achieved all stipulated goals and obligations, compared to 142 active agreements (10.7%) had not attained their goals and 87 terminated agreements (6.6%) that were discontinued.
2020 Financial Assistance Activity Findings
There were five financial assistance agreements reported by government agencies CY 2020 in 2021. The total value of financial assistance agreements for CY 2020 was $486,799.
Of the five financial assistance agreements reached between January 1, 2020 and December 31, 2020, one recipient (20.0%) had achieved stipulated goals and obligations, compared to four recipients (80.0%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 249 financial assistance agreements that were reached between January 1, 2008 and December 31, 2020, 162 agreements (65.1%) had achieved all stipulated goals and obligations, compared to 85 active agreements (34.1%) that did not achieve goals and obligations and two terminated agreements (0.8%) that was discontinued.

2019 Business Assistance Activity Findings
There were four business assistance agreements reported by government agencies for CY 2019 and 2020 agreements reported for CY 2018 in 2020. The total value of business assistance agreements for CY 2019 was $2.9 million and $9.6 million for CY 2018 activity.
Of the four business assistance agreements reached between January 1, 2019 and December 31, 2019, one recipient (25.0%) had achieved stipulated goals and obligations, compared to three recipients (75.0%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
Of the 20 business assistance agreements reached between January 1, 2018 and December 31, 2018, three recipients (15.0%) had achieved stipulated goals and obligations, compared to 17 recipients (85.0%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 1,313 business assistance agreements reached between August 1, 1999 and December 31, 2017, 1,075 agreements (81.9%) had achieved all stipulated goals and obligations, compared to 155 active agreements (11.8%) had not attained their goals and 83 terminated agreements (6.3%) that were discontinued. Government agencies reported that recipients had more time to meet their goals for the active projects.
2019 Financial Assistance Activity Findings
There were 14 financial assistance agreements reported by government agencies CY 2019 and 13 agreements reported for CY 2018 in 2020. The total value of financial assistance agreements for CY 2019 was $1.32 and $1.30 million for CY 2018 activity.
Of the 14 financial assistance agreements reached between January 1, 2019 and December 31, 2019, six recipients (42.9%) had achieved stipulated goals and obligations, compared to eight recipients (57.1%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
Of the 13 financial assistance agreements reached between January 1, 2018 and December 31, 2018, five recipients (38.5%) had achieved stipulated goals and obligations, compared to eight recipients (61.5%) that have yet to achieve goals and obligations. Agencies reported that all of the active project recipients had more time to meet their goals and obligations.
There were 227 financial assistance agreements that were reached between January 1, 2008 and December 31, 2019, 139 agreements (61.2%) had achieved all stipulated goals and obligations, compared to 87 active agreements (38.3%) that did not achieve goals and obligations and one terminated agreement (0.5%) that was discontinued. Government agencies reported that recipients had more time to meet their goals for the active projects.

There were 17 business assistance agreements reported by government agencies for CY 2018. The total value of business assistance agreements for CY 2018 was $7.9 million.
Of the 17 business assistance agreements reached between January 1, 2018 and December 31, 2018, two recipients (11.8%) had achieved stipulated goals and obligations, compared to 15 recipients (88.2%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 1,293 business assistance agreements reached between August 1, 1999 and December 31, 2018, 1,060 agreements (82.0%) had achieved all stipulated goals and obligations, compared to 153 active agreements (11.8%) had not attained their goals and 80 terminated agreements (6.2%) that were discontinued.
2018 Financial Assistance Activity Findings
There were nine financial assistance agreements reported by government agencies CY 2018 in 2019. The total value of financial assistance agreements for CY 1208 was $902,668.
Of the nine financial assistance agreements reached between January 1, 2018 and December 31, 2018, five recipients (55.5%) had achieved stipulated goals and obligations, compared to four recipients (45.5%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 222 financial assistance agreements that were reached between January 1, 2008 and December 31, 2018, 137 agreements (61.7%) had achieved all stipulated goals and obligations, compared to 84 active agreements (37.8%) that did not achieve goals and obligations and one terminated agreement (0.5%) that was discontinued.
2019 Annual Business Assistance Reporting Summary Features
Per Minn. Stat.116J.994 subd. 9, the Commissioner of DEED is required to publish a compilation and summary of results on eligible business and financial assistance provided by state and local government agencies by December 2018 for the previous two calendar years and every year thereafter. 2017 Business Assistance Activity Findings
There were seven business assistance agreements reported by government agencies for CY 2017 and 28 agreements reported for CY 2016 in 2018. The total value of business assistance agreements for CY 2017 was $4.4 million and $28.1 million for CY 2016 activity.
Of the seven business assistance agreements reached between January 1, 2017 and December 31, 2017, one recipient (14.3%) had achieved stipulated goals and obligations, compared to six recipients (85.7%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
Of the 28 business assistance agreements reached between January 1, 2016 and December 31, 2016, 12 recipients (42.9%) had achieved stipulated goals and obligations, compared to 16 recipients (57.1%) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
There were 1,249 business assistance agreements reached between August 1, 1999 and December 31, 2017, 1,022 agreements (81.8%) had achieved all stipulated goals and obligations, compared to 148 active agreements (11.8%) had not attained their goals and 79 terminated agreements (6.35) that were discontinued.
2017 Financial Assistance Activity Findings
There were nine financial assistance agreements reported by government agencies CY 2017 and 16 agreements reported for CY 2016 in 2018. The total value of financial assistance agreements for CY 2017 was $879,396 and $1.35 million for CY 2016 activity.
Of the nine financial assistance agreements reached between January 1, 2017 and December 31, 2017, two recipients (22.2%) had achieved stipulated goals and obligations, compared to seven recipients (77.8) that have yet to achieve goals and obligations. Agencies reported that recipients had more time to meet their goals and obligations.
Of the 16 financial assistance agreements reached between January 1, 2016 and December 31, 2016, ten recipients (62.5%) had achieved stipulated goals and obligations, compared to five recipients (35.8%) that have yet to achieve goals and obligations and one recipient (6.3%) where the agreement was terminated. Agencies reported that all of the active project recipients had more time to meet their goals and obligations.
There were 204 financial assistance agreements that were reached between January 1, 2008 and December 31, 2017, 126 agreements (61.8%) had achieved all stipulated goals and obligations, compared to 77 active agreements (37.7%) that did not achieve goals and obligations and one terminated agreement (0.5%) that was discontinued.
This report summarizes Job Opportunity Building Zone (JOBZ) business subsidy agreements signed in 2013 and reported on the JOBZ Minnesota Business Assistance Form in 2016.
The activity levels for JOBZ business assistance have been declining significantly from year to year as reported by local government agencies. There were three JOBZ business assistance agreements reported by local government agencies in 2016 for 2013 activity compared with 71 agreements reported for 2004 activity.
There were 118 local government agencies that reported on 226 JOBZ business assistance agreements that were reached between January 1, 2004 and December 31, 2013 reported in 2016.

The activity levels and total value of non-JOBZ business assistance have varied significantly from year to year as reported by state and local government agencies. Non-JOBZ activity peaked in 2000 with 196 agreements, falling to 20 agreements in 2009. The total value of business assistance agreements have also varied from year to year, from a total value of $610.6 million from 2000 activity to $13.9 million for 2008 activity.
There were 22 non-JOBZ business assistance agreements reported by government agencies in 2016 for 2015 activity.
There were 1,606 non-JOBZ business assistance agreements reached between July 1, 1995 and December 31, 2015. Thirteen hundred and ninety recipients (86.6%) had achieved all stipulated goals and obligations, compared to 216 (13.4%) that had yet to achieve all goals and obligations. The total value of the 1,390 agreements that met all goals was $1.2 billion (89.3%) compared to $142.2 million (10.7%) that had yet to achieve all goals and obligations. Business assistance totaled $1.3 billion. Agencies reported that recipients had more time to meet their goals.
2015 Non-JOBZ Activity
Of the 648 state and local government agencies that were required to file in 2016 either because of population size or previous business subsidy activity or current activity in 2016, 298 agencies submitted reports and 350 agencies did not.
Of the 298 agencies that submitted a form, 15 agencies reported on 22 eligible business assistance agreements that were reached between January 1, 2015 and December 31, 2015. The $14.0 million of business assistance provided by those 22 agreements ranged from $156,000 tax increment financing (TIF) subsidy to a $1.9 million TIF subsidy.
Of the 22 business assistance agreements, four recipients (18.2%) had achieved all stipulated goals and obligations, compared to 18 recipients (81.8%) that have yet to achieve their goals and obligations. All agencies reported that recipients had more time to meet their goals.

Agencies reported that recipients had more time to meet their goals. The total business assistance provided was $1.3 billion.
2013 Non-JOBZ Activity
Of the 652 state and local government agencies that were required to file in 2014, either because of population size or previous business subsidy activity or current activity in 2014, 282 agencies submitted reports and 370 agencies did not.
Of 282 agencies that submitted a form, 19 agencies reported on 20 eligible business assistance agreements that were reached between January 1, 2013 and December 31, 2013. The $14.4 million of business assistance provided by those 20 agreements ranged from $170,000 grant subsidy to a $1.5 million tax increment financing (TIF) agreement.
Of the 20 business assistance agreements, five recipients (25.0%) had achieved all stipulated goals and obligations, compared to 15 recipients (75.0%) that have yet to achieve their goals and obligations. All agencies reported that recipients had more time to meet their goals.

Of the 648 state and local government agencies that were required to file in 2012, either because of population size or previous business subsidy activity or current activity in 2011, 302 agencies submitted reports and 346 agencies did not.
Of 302 agencies that submitted a form, 25 agencies reported on 31 eligible business assistance agreements that were reached between January 1, 2011 and December 31, 2011. The $18.5 million of business assistance provided by those 31 agreements ranged from $225,000 grant subsidy to a $4.0 million loan agreement.
Of the 31 business assistance agreements, four recipients (12.9%) had achieved all stipulated goals and obligations, compared to 27 recipients (87.1%) that have yet to achieve their goals and obligations. All agencies reported that recipients had more time to meet their goals.
